Actors

• Ensures that connected peer servers are aware of available data, and provides access to such data when requested.

• Monitors data made available by other peers within the server network, and caches/archives it locally.

• Connects to the system, and registers a new Citizen, providing whatever authentication details are necessary.

• Verifies Citizen's details, using whichever External Services are required, and reports back to the Citizen Registrar.

• Adds new Citizens to the Citizen database, and disables their accounts when the Citizen is declared "dead".

• Browses, searches, or otherwise traverses the Forums, subscribing to them, if desired.
• Unsubscribes from Forums
• Creates new Forums, either directly, or through a validation process, as determined by Instance settings.
• Posts new Messages to Forums.
• Posts Resources to Forums.
• Proposes initiatives, each of which, given enough interest, or sufficiently liberal system settings, may become a Jury.
• Propose solution to Initiative.
• Comment on initiative.
• Create Taskforce, as it's leader.
• Browse Resources
• Browse Taskforces
• Join Voluntary Taskforce
• Submit proposal for completion of Contracted Taskforce

• Reject opportunity to serve on a Jury.
• Propose solution for Jury.
• Post comments in Jury.
• Post Resources in Jury.
• Revise Resources in Jury.
• Create Taskforce, with automatically-created "<Jury Solution> Taskforce" as it's leader. ie, Create a sub-task within a particular task solution, which contains all proposed actions for this Jury.

• Assume (not overall responsibility) of a Contacted Taskforce.
• Report situation to Taskforce Leader

• Performs automated management of Initiatives, Juries, Tasks, etc - anything that is commonly required, and can be automated
